California Spring Cup - March 6 th and 7 th , 2004
Game
Procedures and Rules:
All
games will be played by FIFA rules modified by USYSA and CYSA-South.
All
teams will be scheduled for at least 3 games. Check your team's
schedule and the list of fields and maps. It is possible you
may be playing on more than one venue.
USYSA
player passes will be required of all teams for spot inspection
in case of challenge.
All
games will be considered final and no protests will be allowed.
The
length of all preliminary games and semi-final games is 50
minutes for U9-U14 and 60 minutes for U15-U19.
All
tournament games will have a 5-minute half time.
Championship
Games are as follows:
U-09 to U-10 - 50 minutes
U-11 to U-12 - 60 minutes
U-13 to U-14 - 70 minutes
U-15 to U-16 - 80 minutes
U-17 to U-19 - 90 minutes
There
will be 10-minute halftimes in Championship Games.
Scoring:
Teams shall be awarded points based on a 10-point
system described below:

In
addition, bonus points shall be awarded for goals scored in
a game, not to exceed a maximum of three goals per game.
One
additional bonus point shall be awarded to the winning team
for achieving a shutout.
No
shutout bonus shall be awarded for a 0-0 tie.
Teams
shall be awarded the bonus points for goals scored without
regard to the outcome of the game. That is, the losing team
will receive points for goals scored, and 0 points for the
loss.
One
point will be deducted for each red card received.
GAME
TIME: Game time
is forfeit time. The team, which “wins by forfeit,” shall
be deemed to have won by a score of 1-0 and will receive 8
points.
FORFEITS:
In pool play, if a team forfeits a game, that team
forfeits all games in that pool.
In
single elimination play, a forfeit does not affect previous
games.
In
the event that the tournament is postponed or extended to
the make-up weekend, teams that choose not to return to will
forfeit all previously played games.
WILD
CARD SELECTION: For brackets with wild cards,
wild cards will be selected from the second place teams who
have accumulated the most points.
Ties
on points will be broken in accordance with the rules listed
below.
The
Tournament Committee will adjust semi final pairings so that
teams from the same bracket do not meet again in a semi final
match.
TIES
PRELIMINARY GAMES: In the event that two or more
teams are tied in points at the end of the preliminary games,
the following tiebreakers shall be applied in order given
until a winner is determined.
While following this criteria, never revert back to the top
of the list even after a team has been eliminated from the
tiebreaker.

SEMI-FINAL
GAMES:
All semi-final games ending in a tie will go directly
to FIFA penalty kicks.
CHAMPIONSHIP
GAMES: If
a championship game is tied at the end of regulation time
will go directly to FIFA penalty kicks.
AWARDS:
The winning
team will be presented with the 2004 California Spring Cup,
and individual player medallions will be presented to the
finalists and champions at the completion of the championship
game.
GAME
PROCEDURES: All
teams shall consist of at least (7) players.
Player
I.D. cards and rosters will be verified upon check-in and
prior to all games.
Birth
certificates along with approved league/region team roster
signed by league registrar and/or administrator may be accepted
for proof of age if player I.D. Cards not available (AYSO
TEAMS ONLY), subject to approval of the tournament committee,
and must be available for inspection during the tournament.
All
teams must check-in at the field marshal tent 45 minutes prior
to each game, with all players. The field marshal will check-in
each team at that time.
UNDER
10 PROCEDURES: Will play with a maximum of eight
(8) players, including the goalie, on the field. Minimum of
five (5) players.
Opposing
players must be at least eight (8) yards on all free kicks.
Penalty
kicks shall be ten yards from the goal line.
Teams
must be on opposite sides of the playing field.
Home
team will have choice of sides. In the event of a color conflict,
home team must change jerseys. Home team will supply the game
ball.
There
will be no coin toss in any preliminary game.
Home
team will
have choice of kicking off
or which goal to defend.
Referees
have been instructed to start all games on time. No injury
time will be added.
PLAYER
SUBSTITUTION:
A.
Substitution by a team shall be unlimited but only at the
following times:
1.
Prior to a throw-in, only by team in possession of ball.
2.
Prior to goal kick by either team.
3.
After a goal is scored by either team.
4.
For an injured player (only).
5.
At half time.
6.
A “cautioned” or “yellow carded” player ( MANDATORY )
at the time card is issued.
B.
Substitution shall be made at midfield within (10) yards of
the halfway line. The substitute player shall not enter the
field of play until allowed by the referee and the player
substituted has left the field of play.
C.
Excessive substitutions resulting in confusion or delay of
game are discouraged and will not be allowed by the referee.
PLAYER
SAFETY: No player
will be allowed to play with an injury which could be aggravated
by playing or which, in the opinion of the referee, constitutes
a danger to themselves or others.
No
player wearing an orthopedic cast, temporary cast, [NON-ORAL
BRACE (SUCH AS KNEES OR OTHER AREAS OF THE BODY) WITH HARD,
HINGED OR RIGID SUPPORTS,] or splint will not be permitted
to play. (CYSA-S Rules and Regulations 2.4.2).
Shin
guards are mandatory for all players.
INCLEMENT
WEATHER: In the event of inclement weather, which
the Tournament Committee deems as being unsafe conditions
for the players and/or the fields, and competition can not
continue:
Matches
that are at the half time or are in the second half will have
the score stand as final.
Matches
that are in the first half of play will be deemed not to have
been played.
Matches
may be shortened, kicks from the penalty mark, or other means,
as determined by the Tournament Committee, may be used to
determine winners.
If
the tournament is cancelled due to inclement weather prior
to the start of competition, teams will be issued partial
refunds according to the published California Spring Cup Refund
Policy.
The
make-up date for the tournament is set for two weeks later,
March 20th and 21st.
In
the event that the tournament is postponed or extended to
the make-up weekend, teams that choose not to return to will
forfeit all previously played games.
The
California Spring Cup Tournament Committee reserves the right
to adjust the brackets to ensure the most competitive matches
in the event that the tournament carries over to the make-up
dates.
